Fix glances GPU access using Ubuntu image and nvidia runtime

Alpine-based image (latest-full) is incompatible with NVIDIA libraries
due to musl/glibc mismatch. Switch to ubuntu-latest-full and use
runtime: nvidia for GPU monitoring support.
